NIA Charge Sheet Names Umer Un Nabi As Operational In-Charge Of Revived Terror Module

New Delhi: The National Investigation Agency has alleged that Umer Un Nabi, who was killed in the November 2025 Red Fort car blast, played a key role in reviving a dormant Ansar Ghazwat-ul-Hind network and preparing a terror module for attacks in India.

According to the chargesheet, Nabi was the “operational in-charge” of AGuH Interim, described by investigators as a revived version of the module linked to Al-Qaida in the Indian Sub-continent.

The agency has alleged that Nabi worked on radicalising recruits, organising secret meetings, arranging training and resources, and preparing for terrorist operations. Investigators said his activities to revive the network began in early 2022.

The chargesheet also mentions his alleged plans to travel to Afghanistan for “Hijrat” and his promotion of “Shahadat” or martyrdom.

The NIA said members communicated through encrypted platforms such as Signal, while investigators recovered extremist literature and examined preparations involving weapons, funds, chemicals and laboratory equipment.

Forensic findings after the blast showed traces of TATP and ammonium nitrate. The NIA has alleged that the car was converted into a vehicle-borne improvised explosive device.

The November 10 blast near the Red Fort killed 11 people and injured 29.
