UCC To Be Implemented in All 21 NDA-Ruled States Before 2029: Amit Shah

New Delhi: Union Home Minister Amit Shah on Sunday said he was confident that the Uniform Civil Code (UCC) would be implemented in all 21 BJP-led NDA-ruled states before the 2029 Lok Sabha election.

The UCC seeks common personal laws covering marriage, divorce, inheritance and adoption irrespective of religion.

Shah said the code has already been introduced in several states. Uttarakhand became the first to pass a UCC law in February 2024 and has fully enforced it since January 2025.

Gujarat and Assam have also passed the legislation, while Madhya Pradesh recently approved it in a special Cabinet meeting.

Gujarat, Assam and Madhya Pradesh are awaiting presidential assent and notification, while Maharashtra, West Bengal and Chhattisgarh have formed drafting committees.

On security, Shah said surgical strikes, air strikes and Operation Sindoor demonstrated India’s “zero tolerance” approach to terrorism. He also cited the abrogation of Articles 370 and 35A, the government’s action against Naxalism and peace agreements in the Northeast.

Shah said India had moved from corruption, casteism and dynastic politics to “performance-based politics”, with “India First” guiding foreign and defence policy.
He highlighted 7.8% first-quarter GDP growth and said India had moved from the “Fragile Five” to the world’s top five economies.

On NRC in Manipur, Shah said consultations with allies and political parties were underway, including discussions on the 1951 baseline. He reiterated the government’s resolve to identify and deport illegal infiltrators.

Shah also announced the month-long Seva Sankalp Abhiyan from September 17 to October 17 to mark Prime Minister Narendra Modi’s 25 years in public service, with programmes planned nationwide.
