SC Pulls Up Delhi Govt Over Firecracker Curbs Enforcement

New Delhi: The Supreme Court on Thursday questioned the Delhi government and the Commission for Air Quality Management (CAQM) over the implementation of firecracker restrictions, stressing that authorities must demonstrate concrete action to curb air pollution during the festive season.

A bench of Justices MM Sundresh and PB Varale said it understood public enthusiasm for Diwali but emphasised that celebrations should not harm others. The court clarified that it was not seeking a blanket ban on firecrackers but wanted existing restrictions to be enforced effectively.

The bench sought details of inspections conducted by enforcement teams, compliance reports and measures taken in areas where air quality deteriorated. It also questioned the functioning of CAQM units, noting submissions that only nine of its 29 units were operational.

The court suggested involving prominent personalities, including cricketer Virat Kohli, to raise public awareness about pollution. It also proposed restricting construction activities on the two days when firecrackers are permitted.

Additional Solicitor General Aishwarya Bhati told the court that the Delhi government had strengthened its winter pollution preparedness, including deploying 608 anti-smog guns and improving monitoring.

The bench stressed that plans and assurances would not be enough without evidence of effective implementation on the ground. The matter was heard as part of suo motu proceedings on firecracker use and air pollution in Delhi-NCR.
